I was clearing cache through Settings (Settings -> Safari -> Clear History and Website Data), but that got old pretty quickly If you open up another browser like Camino or Firefox that does have a force refresh and then refresh Safari the changes are there. Suffice to say, as much as I love Safari, I do not use it for testing anymore and have awkwardly had to get my client to start using Camino.
